Code of Ethics

Purchasing professionals must have a highly developed sense of professional ethics to protect their own and their institution's reputation for fair dealing. To strengthen ethical awareness and to provide guidelines for its members, The National Association of Educational Buyers (NAEB) has long promoted a code of ethics.

  1. Give first consideration to the objectives and policies of my institution.
  2. Strive to obtain the maximum value for each dollar of expenditure.
  3. Decline personal gifts or gratuities.
  4. Grant all competitive suppliers equal consideration insofar as state or federal statute and institutional policy permit.
  5. Conduct business with potential and current suppliers in an atmosphere of good faith, devoid of intentional misrepresentation.
  6. Demand honesty in sales representation whether offered through the medium of a verbal or written statement, an advertisement, or a sample of the product.
  7. Receive consent of originator of proprietary ideas and designs before using them for competitive purchasing purposes.
  8. Make every reasonable effort to negotiate an equitable and mutually agreeable settlement of any controversy with a supplier; and/or be willing to submit any major controversies to arbitration or other third party review, insofar as the established policies of my institution permit.
  9. Accord a prompt and courteous reception insofar as conditions permit to all who call on legitimate business missions.
  10. Cooperate with trade, industrial, and professional associations, and with governmental and private agencies for the purposes of promoting and developing sound business methods.
  11. Foster fair, ethical and legal trade practices.
  12. Counsel and cooperate with NAEB members and promote a spirit on unity and a keen interest in professional growth among them. Copyright 1994 NAEB

Statement of Commitment

The philosophy that guides IUPUI is expressed in a set of basic principles. One of the principles states our belief in contributing to the economic well-being of the community and state where we conduct business, by encouraging the use of local suppliers offering competitive quality, service and prices.

We further believe these local suppliers should include businesses that are minority-owned, women-owned, and businesses employing primarily minority and handicapped persons. Doing business with these suppliers strengthens the community and expands the opportunities for IUPUI to purchase quality goods and services at competitive prices.

Therefore, it is the policy of IUPUI to provide these suppliers with support and the opportunity to do business with our university and thereby participate more fully in the American economic system.

IUIUI administration strongly supports our university's Supplier Diversity Program and encourages all employees, departments and divisions with purchasing responsibilities for goods and services to reassess their current purchasing activities and actively seek out and use qualified or qualifiable minority and women-owned suppliers who can meet our standards for quality, service and price.

How to Participate

We do not have a formal certification program; we honor NMSDC certification, regional certification programs, and most government certification programs. If you are not certified by any of these organizations, we will ask you for a letter certifying that you meet the criteria for a qualified minority or women-owned business enterprise and that you are pursuing certification.

Your first contact should be the IUPUI Minority Business Coordinator at the address indicated below. Send a letter explaining your business, company literature, and proof of certification. If it appears that your company has potential to become a supplier to IUPUI, a meeting will be arranged with the appropriate Purchasing Manager of your material or service.
